The key problem for (non-hierarchical) social movements is that strategos means a general (leader) and if a group DOES come up, by miracle, with a strategy, then it is open for challenging by people who were not involved in devising it, as somehow ‘undemocratic’ or whatever.

Most “plans” are simply anxiety-management rituals, btw.
