So, within Advocacy Coalition Framework, coalitions must be formed. And this happens with self-conscious actors knowing that they have to stitch together groups that might not always agree on everything. Particularly skilled coalition formers – folks like Hugh Morgan, who has created/helped/transformed a long list of Australian think-tanks, academic groupings etc etc.
