Big wheel keeps on turning…. After ‘policy evaluation’ the problem is often not solved, (re)becomes an issue and the whole thing goes around again. Keeps bureaucrats employed, and politicians re-elected, and journalists in a job. So it’s no bad thing. Unless of course the problem is the accumulation of carbon dioxide in the atmosphere.
