Topics for policy, I suppose – “defence”, “the environment” etc etc. Each with its own policy subsystem (to use an ACF term), but obviously linked, with external shocks maybe impacting.
So, an example from my first degree, 25 years ago – a joint Japanese-US fighter plane project got endlessly reworked as a pawn in wider battles of Japan-US trade… “Everything is connected” etc etc.
