It is worth noting that, in addition to these intelligence departments, the firms also seek to encourage what they call “spontaneous innovation”, i.e. innovative initiatives from every members of the organization. Thus, any person can propose an idea that could potentially lead to further developments. However, this bottom-up approach is a thoroughly controlled process steered by the management (there is a head of “spontaneous innovation”) and each idea must be assessed by a commission that states on the quality of the proposed idea. In addition, an incentive system has been set, people being rewarded according to the quality of their inputs.
