Policy Monopoly

Crucial concept within Punctuated Equilibrium, which argues that during low pressure periods there is a stable community of actors that is able to keep the ‘peace’ with one another via incremental change/give and take, and to make life very hard for new actors to come along.

Presumably akin to a large incumbent advocacy coalition within a policy subsystem, but I may be wrong…
