Slightly different (wider) from coalition formation, I guess, in that a constituency is broader, full of those who will tacitly/passively support what you’re doing. Perhaps you need to give folks a bone or two. Hitler and the Nazis were good at this – redistributing property stolen (especially from Jews) to the others, who were then bound by ties of gratitude and complicity… Yes, I know I’ve just Godwinned. So, less ‘extremely’ – just trying to get people feeling that they benefit (materially or psychologically) from the status quo or the change that is being sought…
